Keever Creek Community,
As we prepare for the annual homeowner meeting the board would like to address a few concerns that have been brought to our attention. Below you will find what we hope will answer some of your concerns.
Regarding the Pond/Detention Areas
The board engaged the Warren County Parks Board to get clarification on the responsibility of the pond/detention areas as we had some questions regarding the language in the agreement between JII and the County in its clarity of responsibility.
The HOA Board attended a parks meeting in June and presented photos of the overgrown pond area which also included Algae covering the pond. After presenting the parks board with the photos and our questions regarding the settlement agreement. We asked for clarification on the responsibility of maintenance and upkeep.
The county attorney and the parks board reviewed the settlement agreement in a closed session, and they determined that the parks district was responsible for the pond/detention area, maintenance, and upkeep. They agreed to clear the brush and treat the water for Algae. They will mow the area every two weeks when they mow the park trails. The detention area in the back of 3909 Keever will be maintained by the parks district at their discretion. The dredging of the pond will be the responsibility of the parks district. The Keever Creek Estates will continue to be responsible for the stormwater catch basins.
After the parks district took responsibility for the ponds/ detention areas they asked the board if the community would be interested in leasing the pond to the community for a minimal yearly cost. The HOA Board will discuss the pond at the annual meeting; however, the HOA Board does not recommend the leasing of the pond area as it would require the community to maintain the pond which would be a significant expense.
The mowing at the front entrance will continue to be mowed by the HOA Board contracted mowing provider as it has in past years. The other park areas at the front entrance were not discussed with the parks board.
When the HOA board created the budget for 2022/2023, we did not have confirmation from the parks board of them taking responsibility for the pond/detention areas, so the board decided to set aside funds for future maintenance. Since the parks district has taken the pond maintenance responsibility the funds set aside for the pond would not be needed so the board made the decision to move those funds to landscaping special projects.
Front Entrance Signs
Signage at the front of the neighborhood is something that has been asked for by homeowners since the inception of the neighborhood. The current board has been working for months to obtain quotes for this project. There was no rush and this has been mentioned in meeting minutes for several months. Homeowners are welcome and encouraged to attend the Board's monthly meetings. The board received no feedback from the community regarding this project from the meeting notes nor did any community member attend any board meetings.
We did attempt to review the plan with the landscaping committee however due to scheduling conflicts and other commitments they were unable to attend despite the board trying to reschedule to accommodate schedules.
The addition of this signage was also mentioned to multiple homeowners as we canvassed the neighborhood in the fall getting signatures for the amendment changes (sheds and fences). The board heard no objections with many neighbors thanking us for enhancing the front entrance.
Section 3.3 of the CCRs gives the board the authority to make these purchases. The research we conducted on entrance signs all shows positive attributes to the community including adding distinction to the neighborhood, safety, direction for visitors entering the community and even increasing property values.
The signs will be freestanding and angled on each side of the entrance and placed in front of the existing fence, columns, and landscaping. There will be no changes to the current landscaping, and nothing will be removed or relocated. The cost of the two signs including installation is $20,124.63. There will no changes to annual dues or any special assessments to cover this landscaping project. There are no other landscaping projects planned for fiscal year 2022.
The community elected the board to serve the community and its best interest while protecting property values. We feel that the enhancement of the front entrance meets these goals.
